CIST is deeply committed to the goal of bringing a peaceful end to a brutal persecution and to bringing the perpetrators to justice. We endeavour to establish an international tribunal with the help and expertise of the international community. Although an undertaking of this magnitude will rely heavily on the legal professionals and good governments of the world, CIST welcomes all people of conscience who want to aid in stopping crimes against humanity. CIST will provide avenues for professionals, officials, and citizens to aid in this monumental task. We would therefore like to invite you to join this initiative. Our mission statement is: To unite the wisdom, expertise, and moral strength of the judicial and international communities, as well as of the good people of courage and conviction inside China, to promote the establishment of an International Special Tribunal on the Persecution of Falun Gong as an institution of fairness and justice against ongoing atrocities. Let me briefly introduce three unique features of our mission: 1. The world's leaders in human rights monitoring have documented this terribly escalating persecution. The highest awards for journalism have been granted to investigative reports for in-depth reports detailing the systematic nature of this campaign of eradication against Falun Gong. Not only have the Chinese government's global information blockade and international hate propaganda campaign hindered people in understanding the larger and more complete picture of this genocide, but even the most reputable third-party reports are misinformed in some areas due to the propaganda campaign. This is one of the reasons why the CIST was created. We are centralizing all of this documentation, providing a chronology of events and analysis so as to guide people to understand the complex and frightening reality of the genocide of Falun Gong. Once people are informed the next step is to attribute responsibility for it.

2. We are taking action to break through the barriers between genocide victims in China and the international legal and human rights communities. Of the well-known cases of genocide in the last century, the victims and the perpetrators often belonged to different ethnic, racial, or national groups. For example, Turks killed Armenians in World War I, Nazis exterminated Jews during World War II, and Hutus slaughtered Tutsis in Rwanda. In all these cases of genocide, the perpetrators' origins -- be they ethnic, racial, or national -- were appreciably different from the victims'. This is not the case in the ongoing genocide we discuss today. Falun Gong practitioners are in fact mainstream Chinese people. They are from all walks of life of the society. What is most frightening is that the last resort for internal assurance of human rights in China, namely the judicial system, is itself a tool in this genocide. Reports have revealed that judges and lawyers have themselves been persecuted for being Falun Gong practitioners. As terrible as this is, the pressure exerted on society by Chinese authorities also shows that this persecution is not the will of the Chinese nation and that there are good people in China who are being forced to comply. The CIST aims to gather support from the entire international community to support these people.

3. We are taking immediate action in the face of ongoing atrocities. Traditionally, ad-hoc tribunals have been formed post-crisis. Working to establish legal remedies in the face of atrocities demonstrates an advancement and maturation of international law and acts as a deterrent to criminals to stop their atrocities sooner, saving more lives. From a strictly practical perspective, it also lessens the future workload, which is inevitable considering the scale of this persecution. The development of the rule of law is fundamental to a stable society and essential in providing an environment for economic development and social freedoms. The international community is engaging China very actively and will be very seriously hurt if efforts are not made to stabilize China. Regardless of what the Chinese courts may or may not do in China, as long as they are used to further crimes against humanity and oppose the mainstream of society there will be no stable rule of law in China. Whether or not a tribunal is established, in China or elsewhere, today or tomorrow, there is a serious problem that is getting worse and we will soon be forced to face it. From only one limited perspective of the administration of justice, when the persecution of Falun Gong is over, China could have tens if not hundreds of millions of complaints related to this persecution. CIST is dedicated to lessening the losses, minimizing the great difficulties in our challenge, and addressing this crisis as soon as possible.
